Chenzhou Improves Quality of Four-level Passenger Transport Network
In recent years, Chenzhou City has actively promoted the supply side structural reform of passenger transport services. It has taken the lead in establishing a demonstration city of urban-rural transport integration in Hunan Province, comprehensively implementing the integration of urban and rural passenger transport, and building a modern urban and rural passenger transport service system that people enjoy.
With the efforts of "construction, management, maintenance and transportation", Chenzhou City has opened 6 intercity bus lines, invested 1610 rural buses and completed the public transportation transformation of 290 rural passenger lines. 11 counties (cities, districts) central urban suburbs have opened buses, the city's urban and rural passenger transportation network public transportation proportion has exceeded 60 percent, and all the villages have opened buses. Up to now, the city has formed a four-level passenger transport network of reasonable structure, safe and efficient city, intercity, urban and rural, town and village.
Good policies and sufficient funds to improve infrastructure:
In 2015, Chenzhou Municipal Government issued the implementation opinions on promoting the integrated development of urban and rural road passenger transport. In 2017, the integration of urban and rural passenger transport was included in the "people's livelihood 100 projects". Focusing on policy opportunities, Chenzhou has set up a transportation construction financing platform at the municipal and county levels, with a total of 49 billion yuan raised by local governments.
With strong financial support, Chenzhou has built more than 1600 kilometers of trunk roads, more than 9000 kilometers of rural roads, about 300 kilometers of high-quality inter city roads and ring roads, more than 4000 kilometers of rural roads, 19 class III and above passenger stations, 113 township passenger stations and 1774 rural passenger stations.
Chenzhou Municipal Financial Department has also arranged 200 million yuan of special compensation funds, carried out the activities of rural road maintenance and quality improvement, strengthened the management of rural roads, and ensured the safety and smoothness of roads. It was planned to invest 400 million yuan in the downtown area, and planned to build 7 bus hubs, 5 bus parks and 14 bus terminals. At present, 300 million yuan has been invested. The municipal and county governments have incorporated the integration of urban and rural passenger transport into the public budget, and arranged a total subsidy of more than 600 million yuan for the purchase of new energy buses in rural areas.
Diversified investment and intensive operation:
According to the principle of "diversified investment, integrated property rights, intensive operation and corporate management", Chenzhou City encouraged and guided the passenger transport enterprises to carry out centralized transformation of suburban passenger transport lines.
Chenzhou Urban and Rural Public Transport has implemented the franchise system, reasonably determined the transformation subject according to law and implemented the corporate operation through competitive consultation, bidding and other ways; integrated the urban and rural passenger transport business subject through acquisition and merger, stock cooperation, public welfare promotion and other means, and gradually established the urban and rural passenger transport business development model with the leading passenger transport enterprises as the leading and moderate competition. In combination with the actual situation, all localities have also determined the rural passenger transport models according to the principle of "road conditions and needs".

According to Liu Jianguo, the flexible operation mode includes the "public transportation mode" of transforming the passenger line into a public transportation mode, increasing the delivery of transportation capacity and the density of departure shifts; the "regional mode" of self survival and stable development is gradually established by centering on villages and towns, delimiting the business scope according to the region, and the vehicles operate around the region; for the villages with no bus access, the "line extension mode" is adopted to extend the existing passenger lines.
Promoting "6S" management to improve service quality:

All rural passenger transports in the city have used clean energy buses.
